The Affordable Care Act (ACA) calls for the expansion of state Medicaid programs to increase access to health care coverage. Medicaid is a publicly-funded program that covers health care costs for lower-income Americans who qualify. Because the HIV epidemic disproportionately affects lower-income Americans, Medicaid expansion will play a vital role in ensuring access to life-saving health care for thousands of Americans living with HIV.
Although the ACA creates incentives for all states to expand their Medicaid programs; as a result of the U.S. Supreme Court’s 2012 decision, not all have done so. The choice not to expand has left a dangerous gap in coverage for millions of Americans, including many living with HIV.
